Homa Bay county has been exposed over the presence of a large number of ghost workers. Other than ghost workers, Homa Bay also leads in fake academic certificate among employees. Some of these employees were also found to be minors yet are already in county’s payroll.
A section of them were found to have lied about attending universities which could not prove they ever studied there. Neither of them could identify their alleged classmates during their stay at the universities.
Other county workes were found to have lacked practice licenses from their respective professional bodies they claimed to belong to. Among these were Kenya National Examination Certificates. The forgery is so daring that some ten of such people were caught while they were producing fake certificates in cyber cafes in Homa Bay town.
There are a total of 1786 ghost workers in Homa Bay county and they cost the county 300 million annually in terms of salaries and other benefits for work not done. The audit was done by Price Water House Coopers ( PWC )
