Sofia Flores, an activist for women’s and racial equality, spoke at a demonstration in Washington, D.C. A fatal hit-and-run tragedy occurred outside of her home that night.

FBI director Gabriel Robinson’s fixer is Travis Block, a Vietnam veteran who works to bring in troubled or unstable FBI personnel. However, Robinson is unwilling to let him leave so he can be with his daughter and grandchildren. Dusty Crane is Block’s newest task.

After learning of Flores’ death, Crane calls journalist Mira Jones, claiming to have inside knowledge. Outside Jones’ office, Block and Crane engage in a high-speed pursuit. An escape from prison allows Crane to meet Jones at the Museum of Natural History. During the meeting, Block pursues Jones and tries to capture Crane. Two men shoot and kill Crane after he manages to elude their grasp once more.

It turns out that Crane claimed to have knowledge about Project Unity, a top-secret program that kills innocent citizens like Flores. Robinson asserts innocence when confronted by Block about Project Unity. Block is warned not to come in the path by him.

Drew, Jones’ editor, has a piece regarding Crane’s tragic death based on her sources. He is murdered in a vehicle accident the next night after being followed home by a black SUV. In the meantime, Block’s family also “disappear”. He can’t get in touch with them or find out where they are.

In order to find the truth about Project Unity and the murders of Crane and Drew, Jones persuades a devastated Block to assist her. It is revealed by him to her that Robinson keeps official secrets in a safe at home. To gain access to the hard disk containing Project Unity data, he approaches Robinson at his home and compels him to unlock the safe. Robinson is aided in his escape by a swarm of operatives, who confront Block in a shootout before Robinson is freed. Block obtains the hard drive after beating the agents.

During a study of the hard drive’s contents, Block and Jones realize that Crane was infatuated with Flores. Her death was Robinson’s punishment for Crane’s growing affection for her. In order to get Robinson to give himself into the authorities, Block confronts him with Project Unity’s reality. Finally, Jones wraps up her investigation into the government’s coverup. As a result of his release from Witness Protection, Block is reunited with his family.
